A defensible assessment asks whether the use is necessary and proportionate, how the list is constructed, who can see alerts, what false-match safeguards exist, and how long images and logs are retained. Public notice, independent audits, community input, and complaint routes can improve accountability but do not by themselves make an unlawful deployment lawful.
