The EU Medical Device Regulation (MDR) sets requirements for medical devices placed on the European market, including clinical evaluation, risk management, quality systems, and conformity assessment. AI Act obligations may also apply when an AI system is embedded in or constitutes a medical device covered by the MDR and the relevant conformity assessment involves a notified body. The relationship is not a blanket rule that every AI tool has the same classification or deadline. Classification depends on intended purpose and device characteristics under MDR rules. The AI Act separately defines high-risk categories and imposes requirements such as risk management, data governance, technical documentation, logging, transparency, human oversight, accuracy, and cybersecurity where applicable. European Commission MDCG 2025-6 addresses the interaction between MDR/IVDR and the AI Act. Applicability dates have transition provisions; the Commission’s current AI Act information states that high-risk AI embedded in regulated products has an extended application date of 2 August 2028 under current rules. Organizations should determine which legal role they have, identify the device and AI system boundaries, map existing conformity assessments, and track harmonized standards and guidance. Verify current legal text and transition dates because amendments and guidance can change obligations. This guide is an orientation, not a device classification decision or legal opinion. Sponsors should document assumptions, responsible legal entities, and how software updates affect the device’s intended purpose. A standalone administrative tool may be treated differently from AI that drives a medical-device function, so classification cannot be inferred from model type alone.

The Future of EU MDR and AI Medical Devices

The MDR and AI Act frameworks will continue to develop through implementing rules, standards, and guidance. Manufacturers should monitor Commission and MDCG publications and plan for documentation and quality-system needs before transition periods expire. Hospitals should ask suppliers for clear conformity and oversight information. The regulatory result depends on the specific device, intended use, and current legal text. Providers and deployers should coordinate so human oversight and incident reporting are clear throughout the device lifecycle. Keep a named owner for periodic reassessment.
