Agencies should explain what is recorded and why, restrict access to authorized personnel, and review data practices with counsel and community stakeholders. Evaluation should examine whether aerial information changes response decisions, improves safety, or creates delay and privacy costs. A drone feed is one input to incident command, not proof that the scene is safe or a person is involved in wrongdoing. Programs should test failure conditions, provide alternatives when a drone is unavailable, and document operations. These systems should remain tied to public-safety purposes and oversight. The program should define who can request an aircraft launch.
