Record whether the item is a goal, recommendation, completed action, current directive, or proposal to Congress. This prevents conflating policy descriptions with binding requirements or verified implementation. This overview describes federal policy documents, not legal advice.

Federal AI priorities may continue to shift through later executive orders, agency actions, appropriations, and legislation. The July 2025 Plan remains useful for understanding the administration’s stated agenda, while its implementation should be assessed action by action. The March 2026 national policy framework was presented as recommendations to Congress, and later executive orders address their own subjects. Recheck official sources before relying on status or claiming that an action was completed.
