A statement of need describes the problem a project proposes to address and why the target population, place or field needs attention. It is not simply a dramatic opening or a list of statistics. Funders may ask for the problem’s scope, affected groups, local conditions, evidence, gaps in current services and connection to the funding opportunity. Requirements differ by call, so read the current instructions before deciding what information belongs in the statement. Start with reliable data that match the claim. Confirm the source, publication date, population, geography, denominator, method and any stated limitations. A national estimate may not describe a specific neighborhood. A statistic about service use is not automatically evidence of disease prevalence, and a correlation does not establish cause. If qualitative interviews or community input support the need, explain who contributed and how the information was collected. Do not imply community consensus from a few comments or cite an old figure as current without explaining why it remains relevant. AI can help turn a source list into an outline, identify a missing link between evidence and project activities, or simplify jargon for reviewers. Give it passages and bibliographic details that you are authorized to share. Ask it to preserve uncertainty and quote only supplied facts. Then check its paraphrases and citations against the original. Models can conflate populations, misstate numbers or invent references. Never allow an AI-generated statistic to stand without verification. A needs statement should focus on the issue the proposed work can address rather than exaggerating severity to sound persuasive. Close the reasoning loop: show how the documented problem relates to the funder’s purpose and how the proposed activities respond to it. Do not claim that the project will solve a problem if the scope and evaluation plan support only a smaller contribution. A strong statement gives reviewers a traceable basis for understanding the need; it cannot guarantee funding.

Extraction quality will still depend on the data, and a neatly formatted citation may point to the wrong population or year. Funders may update priorities and evidence requirements between cycles, so applicants will need to revisit the source material rather than reuse stale claims. The core responsibility remains matching a specific, documented need to a realistic project response and citing the evidence honestly.
A nonprofit asks AI to organize a needs statement from a recent county report, then confirms the population, year and geographic scope in the original source.
