The AI safety summit series created a forum for governments and other participants to discuss shared risks and opportunities, but each meeting produced distinct statements and priorities.
The 2023 Bletchley Declaration emphasized international cooperation on frontier AI risks, while later summits broadened the agenda toward innovation, inclusion and public benefit. These declarations are political commitments, not automatically binding domestic laws.
The Bletchley Park AI Safety Summit took place in the United Kingdom on 1–2 November 2023. Countries attending agreed the Bletchley Declaration, which described both AI’s opportunities and risks and called for international cooperation to understand and address risks from frontier AI capabilities. It supported shared scientific understanding, risk-based national policies, safety testing and inclusive dialogue. The declaration’s language is a diplomatic commitment; it does not by itself create a domestic offence or replace a country’s laws. Seoul in 2024 connected safety with innovation and inclusion. Its participants issued a leaders’ declaration and a separate statement of intent on cooperation in AI safety science. The Paris AI Action Summit in February 2025 broadened the agenda further: its statement addressed inclusive and sustainable AI, public interest, digital divides and international cooperation. These documents have different signatories and commitments, so they should not be compressed into a single “summit rule.” India hosted the AI Impact Summit in New Delhi in February 2026. India’s Ministry of Electronics and IT reported adoption of the New Delhi Declaration on AI Impact and endorsement by 92 countries and international organizations. The summit emphasized collaboration and AI’s social and economic impact. This later meeting reflects a broader shift from frontier-risk discussions toward how AI is deployed and who benefits, while safety and governance remain part of the international agenda. When comparing summit outcomes, identify the host, date, participant group, document type and exact scope. Some declarations are agreed by countries at leaders’ sessions; other outcomes may be statements of intent, action plans, charters or voluntary initiatives involving wider stakeholders. A signatory list or endorsement count describes participation but does not establish that every participant has enacted the text domestically. To understand practical effect, look for national legislation, regulator guidance, funding programs or implementation steps that follow. Summit communiqués shape discussion and cooperation, but their legal status differs from binding treaties and statutes.

Future summits may continue shifting between frontier safety, deployment, economic impact and inclusion. Their declarations can set shared language and encourage cross-border work, yet practical effects depend on what governments and institutions do afterward. New participants may endorse past statements and new priorities may emerge. Readers should use current official summit pages to track dates, documents, signatories and implementation actions rather than treating the series as one continuously binding agreement. Publish a dated implementation record. Check implementation again after later meetings.
