Cities should assess community impact before acquisition, define authorized uses, require audit logs, and report incidents and access where legally permitted. Public input and independent oversight help reveal concerns that technical performance measures miss. Maintenance benefits such as faster outage detection should be evaluated separately from surveillance uses. Connected streetlights may improve operations, but their deployment should follow transparent governance and proportionate data collection. Governance should cover not only collection but also onward sharing, query approvals, and deletion. A city should publish a process for residents to raise concerns and request policy review.
