The White House published Winning the Race: America’s AI Action Plan on July 23, 2025. To assess any specific initiative, locate the original Plan action and its assigned agency, then check later orders, notices, agency publications, appropriations, and laws. Record whether the item is a goal, recommendation, completed action, current directive, or proposal to Congress. This prevents conflating policy descriptions with binding requirements or verified implementation. This overview describes federal policy documents, not legal advice.
