Universal basic income (UBI) is a recurring cash payment to every individual without a means test or work requirement, proposed by some as an income floor during automation.
Existing cash pilots can inform design, but none directly tests a permanent, nationwide UBI financed and administered at scale.
A full UBI has five features. It is universal, unconditional, paid to individuals, paid regularly and paid in cash. The automation argument is that if AI reduces the need for human labor or holds down wages, a guaranteed floor would support living standards and make it easier to retrain, care for family or start a business. Supporters also point to its simplicity compared with means-tested programs, which can reduce benefits sharply as people earn more. Critics raise several points. Cost is the largest. A meaningful payment to every adult requires large tax increases or cuts to other programs. Some argue that targeted aid, such as expanded tax credits or unemployment insurance, gets more help to the people who need it for the same money. Others worry about work incentives, or that paying people who are already well-off wastes money. The evidence comes from pilots that are rarely universal. Finland's 2017-2018 trial covered only unemployed people and found small employment effects but better wellbeing. GiveDirectly's Kenya study compared long-term monthly payments, two-year payments and lump sums. Early results published in 2023 found no reduction in work. Instead there was a shift toward self-employment, and lump sums performed especially well for starting businesses. The OpenResearch study in Texas and Illinois paid 1,000 people $1,000 a month for three years. Results released in 2024 showed modest reductions in work hours and earnings and more spending on basic needs. US negative income tax experiments in the 1970s also found modest work reductions. A key misconception is that these pilots tested UBI. They tested cash transfers to limited groups for limited periods. They cannot show nationwide effects such as the taxes needed to pay for it, price changes or how communities adjust over the long run.

Whether UBI becomes relevant to AI policy depends mostly on how AI actually affects employment and wages. That is still unclear. Expect continued debate over funding ideas such as taxes on capital or AI-related profits, and over partial steps like larger child benefits or guaranteed income for specific groups. More long-term results from Kenya and US guaranteed-income pilots will add evidence, but none will settle the question of a national program. Policymakers are likely to weigh UBI against targeted options such as expanded unemployment insurance and wage insurance, not treat it as the default answer.
Finland's 2017-2018 experiment paid 2,000 randomly selected unemployed people €560 a month with no conditions. Recipients reported better wellbeing, while employment effects were small.
In Kenya, the charity GiveDirectly runs a long-term study in which some villages receive monthly payments for about 12 years. Researchers compare them with villages getting shorter payments or lump sums.
Stockton, California's SEED pilot gave 125 residents $500 a month for two years starting in 2019. Full-time employment among recipients rose faster than in the control group.
Since 1982, Alaska's Permanent Fund Dividend has paid residents an annual amount funded by oil revenue. Studies found it did not reduce overall employment.
