ATRS is a UK government policy tool for explaining public-sector use of algorithmic tools in a common, accessible format. Its scope is broader than systems called AI: it covers artificial intelligence, statistical modelling and complex algorithms. The GOV.UK hub provides the template, guidance, scope and exemptions policy, and repository of published records. Mandatory use applies to government departments and arm’s-length bodies that provide public or frontline services or routinely interact with the public. The policy also limits which tools require records. A tool must significantly influence a public-effect decision or directly interact with the general public, and it must meet the policy’s lifecycle criteria. Significant influence includes meaningful assistance, supplementation, triage, scoring or full automation. Examples include a public chatbot and a model supporting benefit eligibility. Purely internal productivity tools may fall outside mandatory tool scope when they have no significant decision influence or direct public interaction. ATRS is mandatory through government policy for the named organisations and tools; it is not a standalone Act imposing the same duty on every local authority, NHS body or public institution. The government recommends wider public-sector use. Sensitive fields may be handled under relevant exemptions, with narrow redaction rather than routinely withholding an entire record. A published record improves transparency but does not certify that a system is lawful, unbiased, safe or effective.

The Future of UK Algorithmic Transparency Recording Standard

Government has said it intends to build on ATRS to increase openness about public-sector AI, and the template may evolve. Current policy scope remains the operative mandate. Public bodies should use the live GOV.UK hub for updated templates and publication guidance, while treating broader future commitments as policy direction unless formally adopted. When mandatory scope or the template changes, update records for affected tools in Beta, Pilot or Production. Tie each exemption to the relevant access-to-information or data-protection basis. Keep records current through lifecycle phase changes.
