OpenAI’s 2023 GPT-4 announcement described image inputs in a research preview, and its technical report says the model was fine-tuned with RLHF. OpenAI also announced GPT-4o access for free ChatGPT users with usage limits; that statement concerns ChatGPT availability and does not imply unlimited access or API availability.
