VRS is a form of telecommunications relay service. Under FCC rules, it lets people who use sign language communicate by video with voice telephone users through an interpreter. The interpreter voices the signed message to the hearing person and signs the spoken reply. This is different from video remote interpreting, where people in the same location use a remote interpreter, and from IP captioned telephone service, which displays captions of speech. AI discussion needs careful boundaries. Speech recognition may support captioning in a separate service, and automated tools can assist with scheduling, routing, or video quality, but those functions do not mean an automated system is interpreting continuous signing. Signing includes hand movement, facial grammar, body position, and spatial reference; a live conversation is not the same task as classifying isolated signs in a dataset. Do not assume a named VRS provider uses AI in a particular operational workflow unless its current documentation says so. FCC rules establish service requirements for TRS providers, including VRS. They do not promise that any AI tool can replace an interpreter or guarantee perfect communication. Users should select the relay mode that fits the conversation, check provider availability and language coverage, and use direct emergency-call options as instructed by the provider and local guidance. For high-stakes calls, confirm names, numbers, and decisions through appropriate means. VRS technology can improve call access through video devices and network improvements. AI is best described as a possible supporting technology whose deployment and performance are service-specific. A user should retain control over whether to use VRS, captioning, text relay, or another communication method.

AI may support relay workflows through captioning, quality monitoring, or call operations, but any use should be documented and evaluated with users. Research on continuous sign-language recognition must address language variation, facial and spatial grammar, latency, consent, and error consequences.
