Earthquake early-warning systems detect a quake that has started and estimate shaking before stronger waves reach some locations.

They do not predict earthquakes in advance.
Earthquake early warning detects a rupture that has already started. Faster P-waves can be detected before slower, often more damaging waves reach distant locations. USGS describes systems that estimate earthquake location and magnitude and distribute information used for shaking alerts. Detection, processing and communication take time, so strong shaking can arrive before an alert near the source: the early-warning blind zone. Warning may be seconds to tens of seconds in favorable circumstances, but no lead time is guaranteed. Google describes using Android phone accelerometers as a distributed source of shaking observations in supported regions; service behavior varies by location and device. PhaseNet is a research method for picking seismic arrival times, not an earthquake-prediction system. It takes three-component waveforms and estimates P-arrival, S-arrival and noise probabilities.
USGS ShakeAlert uses seismic sensors to estimate an event and distribute alerts through partners.
Android earthquake alerts can use phone accelerometers in supported regions.
Phase-picking models identify seismic wave arrivals.
Use alerts with realistic expectations about lead time.
Warnings may provide seconds to tens of seconds in favorable conditions and can be shorter or absent near the source. Follow local emergency guidance; alerts are not predictions.

The PhaseNet paper specifies three-component waveform inputs. The model estimates arrivals from seismic recordings; it does not forecast when a rupture will begin.
Warning may be seconds to tens of seconds, depending on distance and system latency, and may be absent near the source. It is not a guaranteed interval.
