Staff or principal individual contributors may influence architecture or practices across teams, but the exact boundary depends on the company and domain. Some experienced engineers move into people management; that is a different responsibility path centered on team priorities, coaching, performance, and delivery. A senior title does not automatically mean manager, and a staff title does not guarantee authority over every adjacent team. To compare levels, read the responsibilities and qualifications together. Look for the size of the problem, how much direction is provided, who makes technical decisions, whether work spans teams, and how outcomes are assessed.
