Language access is part of making public services understandable to people who have limited English proficiency. Machine translation can speed up first drafts, help staff understand incoming correspondence and support low-risk internal work. Whether an agency may publish machine-translated material without human review depends on governing law, the agency’s own policies, the audience, and the consequences of an error. The distinction between routine and vital information matters. An error in a casual event announcement is different from an error in a notice about eligibility, consent, deadlines, benefits or rights. The U.S. Department of Health and Human Services describes vital documents as materials that can affect access to or retention in services. The Indian Health Service’s (IHS) 2024 language-access plan instructed its staff not to use machine translation or other AI translation without a qualified human translator before material reaches its intended audience. That is an agency policy example; it should not be generalized as a universal rule for every jurisdiction or department. Current guidance must be checked. The Department of Justice’s 2025 notice says Executive Order 14224 rescinded Executive Order 13166, and DOJ temporarily suspended its prior LEP guidance pending review. Agencies should confirm current statutes, regulations, funding terms, court decisions and department-specific policies with counsel and language-access leads before changing a service. A responsible workflow defines source text, target language and audience; protects personal information; obtains a qualified translator or reviewer when required; and checks meaning, tone, dates, names, reading level and accessibility. For spoken interpretation, machine translation may not handle turn-taking, accent variation or sensitive discussion reliably. Provide a human escalation path and a way for users to request language help. Test the full journey, not only whether a translated paragraph reads smoothly. Track corrections, complaints and task completion. Never use fluent wording as evidence that the translation is legally adequate. AI may assist a controlled process, but agencies remain accountable for access, accuracy and lawful service delivery.

Public agencies may use translation technology to prepare drafts, expand internal capacity and test service comprehension, but deployment should follow current legal review and quality controls. Maintain language-specific glossaries, qualified human review for high-impact content and a clear interpreter route. Recheck policy after agency guidance changes, and evaluate whether people can actually complete the service. Faster translation is useful only when it preserves meaning and access. Assign owners to update translations when policies or source documents change, and log approvals.
