Access to AI in education is not only a question of whether a district bought software. Students may have different devices, broadband reliability, quiet study space, language supports, assistive technology, and opportunities to learn how a tool works. Teachers also need time, training, and curriculum support to design a useful activity. If one student can iterate on a project at home while another can only view an output in class, the assignment may distribute practice unevenly. The U.S. Department of Education’s 2024 National Educational Technology Plan describes digital access, design, and use divides. Those categories help schools ask whether students can reach a tool, whether it is designed for their needs, and how it is used for learning. NCES data on children’s home internet access and device type can inform local planning, but national or state statistics do not describe every student or household. Schools should collect local information carefully and avoid identifying families unnecessarily. Plan alternatives: loan devices, provide offline materials or supervised access, ensure screen-reader compatibility, offer language support, and do not grade students on access they do not control. Measure who completes tasks, who receives educator feedback, and whether the activity builds a learning objective. Include students, families, special-education staff, and teachers in testing. An equitable program should offer meaningful participation across conditions, not simply the same login link for everyone.

The Future of The AI Digital Divide in Schools
AI tools may add offline modes, accessibility features, multilingual interfaces, and school-managed accounts, but those features need real classroom testing. Districts will need to plan for device replacement, support, teacher learning time, and alternatives during outages. Future procurement should consider whether the tool expands active learning opportunities across groups rather than simply increasing usage. Schools can track access and outcomes over time, revisit support as student needs change, and share what was learned with families and educators with community feedback.
