For regulated or public procurement, follow the requester’s rules and applicable law; this general workflow does not replace them. Separate facts from commercial judgment. AI can suggest a section order or explain a complex service in plain language, but the owner must decide whether the offer is viable and whether its terms match the client conversation. If the prospect has not confirmed a budget, mark it as unknown rather than labeling an estimate as approved. A proposal should make trade-offs visible so the buyer can correct the brief before work begins.
