Example
A city uses a scoring tool to flag buildings for inspection. A transparent version publishes what data it uses, what it is meant to do, how often it is wrong, and how a landlord can appeal a flag.
Why it matters
People affected by automated decisions need to understand them well enough to question them. Transparency also lets outside reviewers spot problems.
Common questions
Does transparency mean publishing the code?
Not necessarily. It can mean documenting the data, purpose, limits, and decision process in plain language, even if code stays private.
How is transparency different from explainability?
Transparency is about openness regarding how a system is built and used. Explainability is about being able to explain a specific output.
Is transparency required by law?
In some places and uses, yes. For example, rules in the EU and some US jurisdictions require notices or documentation for certain automated decisions.
