Procurement should include maintenance, vendor updates, data access, and system exit terms. AI can support sorting and operations, but local waste policy, material markets, facility capability, and human oversight determine outcomes. Local processing contracts and commodity markets also influence which materials can be recovered. Residents need stable, understandable instructions because changing the collection schedule can otherwise increase contamination or missed service.
