Title (and, for jurisdiction only, the excerpt) is matched against ordered instrument patterns: executive order, court, enforcement, legislation (including any capitalised '... Act' name), guidance. Articles with no instrument keyword are excluded. Jurisdiction is the first of EU, US, UK, China whose keyword list matches; anything else is 'other'. Status keywords are copied verbatim from the title, never inferred.
One canonical published article in the Policy or Security categories whose title contains a recognisable policy instrument keyword. Not one unique law or case: several articles can follow the same measure.
The article's publication date, not the date a measure was introduced, decided or took effect. ISO dates and English Month D, YYYY dates are accepted; missing timezone means UTC. Future-dated articles are excluded.
Only articles returned by getAllNewsArticles, including its publication, suppression and media filters. Security-category stories about attacks or research without an instrument keyword are excluded. This is not a census of AI regulation.
